I considered this possibility too; but when there are serious problems with sth, NP usually doesn't talk about it, and yesterday he seemed pretty open and confirmed several times it will be submitted and so on.

Likely just a money problem; he doesn't want to speed up things though to avoid raising more cash right now.

That being said, if March has passed and still no BLA, some serious questions need to be asked and merely shifting the time-lines once again won't do it for me..
