The S-1 was waiting on the div, not the other way around. The div would theoretically roll on regardless of the S-1 approval... unless a dispute over the divs or shares (such as the Discover issue?) stops it again.
The Discover Note is listed in the S-1, but it occurred on 12/9/19. The note is a done deal that is not contingent in any way on the S-1, but it is shown as a consideration for those looking at the prospectus.

But doesn't it still have to all wait to be approved by the SEC for the S-1? So, if the S-1 does not get approved until after the Dividends, they wouldn't get the dividends. So, they can't get the shares until after the dividends anyways.
