The manipulation effects a US traded stock under US regulations.

No matter where a person/entity is resided it's a criminal offense in the USA.
The USA can prosecute.

English is not my mother language and I'm no resident of the USA. Thus filing a complaint is more complicated for me.

Maybe someone else can/will ?
