It's most likely why there have been no further filings for accessing their financing. I don't think they'll need to unless they a major expansion as a wise move, but even so, it's possible that they could manage that with minimal dilution since their licenses are still valid. Having kept those licenses this long in California, it's also a safe bet that they'll keep them without a problem at this point.
