Answer: YES.
Those new targets are to be given to the Bureau and should have been included in the reports due last month.
It’s REQUIRED by the permittee.
It's not up to the scientists. See page 6 in the link below Right above Kyle's signature you'll notice the listed targets, but make sure you read the REQUIREMENTS.
