Maybe Mr. Heddle is waiting for pipe technology to get better so the pipes can withstand winters filled with water.
Oddly enough, if the processors had been running daily to produce 'fuel' as was the stated mission at the time, the pipes wouldn't have froze.
Additionally if Mr. Heddle hadn't decided to turn off the heat to the building in the dead of winter for an extended period of time with the cooling pipes full of water, the pipes also wouldn't have burst. Obviously the only reason to turn off the heat to the building is if they weren't expecting to come back to work on Monday or anytime soon.
I think everyone should be taking a hard look at the red flags surrounding PTOI.
