It's a little late for that now that FINRA is already working on the approval.
Plus with 3 postponements of the Dividend, doing that again would be a disaster, you just erode shareholder confidence more. You can't just keep kicking the can down the road. It has to end sometime.
I get what you are saying, but at some point, you just have to say, look we messed up. It's time to give the Dividend, move on and let's get everything going.
