AGC should have everything in place except stability data (should have been and data ready by know) and the plan to ramp up production to commercial levels. If sufficient amounts can't be produced for a drug the FDA won't approve a drug until they are. As far as I can tell AGC does small batch production and might have to show the FDA that they're ready to bring new equipment online to meet production needs.
