Whatever perpetuated this homeless problem is secondary , many are mentally sick patients , this is an emergency , and civilized society don't look at human dying on the street and not helping them , and not even talking about them...

I hear Gov of California feeling sorry for entire world , entire world except people dying on the street as he is passing by them ...
