It depends what the offer, what indications it covers and what IPIX is looking for.
Certainly if it's the First Right to Negotiate based on step purchasing all of Brilacidin - upfront, milestones, future royalties, and CVRs, Alfa Sigma IMO could not match the offer.
Their cash treasure chest, borrowing ability at good price is not as good as BP.
