Yes this is true--it should be noted though that MOST major brokers no longer will transfer high risk securities to fund an account. Many certainly allow OTC / penny stock trading but the restrictions are getting much more prevalent. I believe it maybe was done to crack down on illegal shares occasionally issued within OTC by some.
