When fidelity went to zero commissions, etrade and tda did also. At first etrade went to 0 commissions on otc also, but then realized tda keep commissions on otc, so about 1 or 2 weeks later they added the commission back.

Yeah, firsttrade has 0 commissions on otc, but the stock has to be more than 10c. I recently heard another broker had 0 commissions otc, I'm going to check it out.
