No one can get access to the estate of the deceased, if they have no next of kin, government will liquidate their stock and bond investments, real estate and bank accounts and the value of their estate will belong to the State. Every citizen has a social security number and all investment is associated with that number, government can track every citizen's investment, even those who have assets hiden oversea.
