Don't agree with me too quickly. I didn't say that any BP necessarily would wait for such completion, but I think "they" would want to wait as long as possible. The as long as possible part is what no one other than those directly involved could decide.
Let's take a mental leap and say that B becomes fully successful as it progresses, meeting every endpoint perfectly. At some point, it seems likely that some BP will win (move early and big enough to secure a deal) while another or some others will not (waiting for full validation or negotiating for lower price too long).
Such a decision could make or break careers, pocketbooks, and hearts. Certainly above my pay grade but I absolutely know that no one else here, at the swamp, or anywhere not actively and directly involved with IPIX or such a BP would have any clue as to when this point might be reached. Could be a while. Could be tomorrow.
