I guess interpretation might depend somewhat on your perspective; I see the paragraph simply listing pre-conditions that have to be met prior to Nulixo ordering & paying PTOI for its processor(s) (securing supply contracts for MSW). For me to reach the conclusion that Nulixo doesn’t have any money after reading the paragraph you provided requires a leap of faith beyond my limited faculties....
