Agree on how BP may be considering this. The potential market is huge. Like anything, BP would want to minimize their risk so they would not want to move too quickly and risk the possibility of overpaying for something not yet proven. The flip side of that is the same BP wouldn't want to let a competitor beat them to the punch (any offer) because they hesitated while the competitor took a step. All relative and all well beyond the knowledge of anyone on a message board. Still accumulating.
