If Joe is right about illegal/improper selling, and the selling is done, this would be an ideal time to buy stock.

If I was the BOD, I would have a meeting with Dr Patel and ask for a low interest loan or give him restricted shares as collateral in exchange for cash.
That may not be the exact way to work it but something along that line.
