While I believe Joe wanted to share w shareholders, I also believe Joe thought the div(s) would increase interest and buying in the stock, helping to hold the price of the stock up while he kick-started the businesses.
I also believe he thought the "wheels would be turning" by now, and the pieces of the company would be in turn be holding the price up in a more natural way by now.
As we have seen, things have consistently taken longer than GNBT thought they would, so the short-term plan with increased interest on the buy side has run out of juice.
IMO, if NGIO doesn't spin soon to deliver capital to Joe, he will be left with few options but to dilute (unless, of course, there is something we don't have visibility to).
