Considering another trip to Luxembourg, updated paperwork, etc..., would be needed, I would say you are correct. It is of some concern that both the first and now possibly second most trustworthy local sets of partners Henry could/can find are/were not coming through. If we are at the third best option next, are the chances of them coming through a two thirds less likely than the first option?
