Last year (2018) the delinquent 2017 10K was filed on April 30 and the 3 delinquent 10Q were filed in August and September followed by upgrading from the Pink to the OTCQB Board, then good news of licensing agreement in India was announced in November 19.
If the delinquent reports and the 10Q due on Feb 14 will be filed nearly simultaneously, good news will follow, perhaps a significant announcement on the QD-Blockchain-Anti-Counterfeit operation.
