There was one liberal program i supported in the past.
Community college at reduced rates easy terms
producing Associate Degrees especially in the trades
in California in the 70's.
I have no idea how such things are handled these days.
But that program produced good things. You would come out
of there and get a job in the middle of an employment freeze.
