Google Earth takes snapshots randomly at any date, sometimes once a year sometime twice a month in the past, no one knows when the next snap shot will be taken and when it will be published. Snapshot is not published on real time, the August 19 photo was published in October, I checked frequently since October but it still shows August 19 photo, so Google Earth is really useless for getting an up-to-date aerial photo.
The satellite orbits and scans the Earth and takes videos, so the chance of scanning over the Tech City again is like gambling on the chance of hitting the million dollar jackpot.
Based on news, the production facilities has been completed so real time photo should show a building on the site plus other infrastructures in the Tech City.
