Disagree. That sentence would still pass legal muster without the "hopefully. " He said they need to "make sure" they generate revenue in 2020. That is by no means promising it.
His use of "hopefully" just gives fodder to the bashers. See the post before yours and you'll see exactly how NP's poor word choice can get spun. A single word and the naysayers can argue it means "no this, no that..." NP should know better by now.
