Either way, without dividend or not, there is no Nasdaq until the PPS gets up to 2.00 or so.
With dividend, the shareholders still get their promised dividend as stated, the S1 and NGIO should push PPS up and the PPS should continue going up based on what goes on with the S1.
Since Nasdaq won’t be happening any time soon, it gives time for PPS to go up, confidence to be restored and with dividend paid, shareholders are more involved as well.
