So, with the PPS as it is, technically, the dividend could still have been given, then the S1 could come out, NGIO listed, PPS start going up and we could be still ok since uplist would still be off a bit anyways.

There really was no reason to not give the dividend as there was time to get the PPS up for a Nasdaq listing anyway.
