Honestly, I think if the dividend is given, the PPS goes down, I believe it will more than likely then start going back up after the price cut.
When things start happening, when the S1 money starts getting utilized, the PPS should start seeing it. So really, the dividend could still be given.
Nasdaq can happen 6 months from now.
