Exactly.
I get my info from the SEC filings for a couple of reasons.
The free websites are not always current or accurate.
There is more information in the filing which tells you what type of investment and discretion
If you search the SEC site for UBS Group AG as an example and look at their filing for 11/14, you will see they have 3075 shares now.
As you said, they likely threw in $1000 as a reminder and did some more research and quadrupled their holdings since.
Remember, not all holding have to be reported either.
