I agree, but NP repeated twice that the letter said that. Or at least this is what I understood. It sounded too, shall I say, exuberant coming from FDA but, if it was written in the letter,
it has a very important meaning:
Definition of adamantly: "in an adamant manner : with great insistence or determination".
