I hope so, it is not "IF" Stephen will capture QD licensees worldwide, it is a matter of "WHEN". Deals may or may be made in 2 months. The licensing deal with Amtronics took 3 years. Stephen was working on the GTG deal in China and on the Amtronics deal in India simultaneously in 2016. But news of any licensing deals will has no immediate impact on share price, only "Revenue received" will.

Hope there will be news of receiving the $2 million from Amtronics in PR before year end, else we have to wait for the February 14 10Q. All the money should has been received in Q4, so at the latest, there will be a lift off on or before February 14 when the 2018 Q4 Report is out.
