A lot of corporations use November through January for different business reasons and use the term blackout for those reasons. When I worked, we used it every year for no new work coming in unless it was approved emergency work.
But based on what Joe was discussing with Doc on, it read about buying and purchasing stock that management could not do during this time period and not overall business, though they might be holding off on other business as well, but since NGIO is supposed to be uplisting, they are closing the ALLCuTELL deal, it looks like they are still business as usual.
