Yes there has to be substantial news. Why you ask? Because in the PR they said the Nov 29 CC would discuss the dividend that was PAID (past tense). In order for that to happen, the pps has to be a lot higher than now. In order for the pps to be a lot higher than now, there must be substantial news. Pure logic.
