Transferring penny stocks between brokerages has....in my experience....always been impossible. I've gone above and beyond the normal chain of command at etrade and schwab to try to get my UNVC transferred to schwab, but in the end, schwab refused to accept the transfer. I think if I had a very large account I was transferring, and held a penny stock or two, they MIGHT do it. But for my rinky-dink account they wanted no part of it.
