there is 15.4 trillion in FED dollars floating around off shore. There is only 1.4-1.6 Trillion floating around in the US.
Cash is hard to track. But if one morning bad players that counted on that cash to fund things. If they woke up to a FED dollar with zero paper worth. They would be screwed until they exchanged it and had to prove where they got it to get credit.
