To get to the higher ask a buyer would have to take out all the lower asks. As a buyer why would you want to bypass cheaper shares and go to the higher price? Same on sale. If you are selling you would have to sell to the higher bidders to get to the lower ones.

In effect to move the share price to a specific bid or ask you have to take out everything in between.
