Speculation on my part, by I think like sjacob said yesterday, they have a potential financing deal and it depends on the closing of this licensing deal. Maybe it didn't initially and they backed off until that deal closes. That would explain NP saying in the CC, you will see once it is announced why I said that.
Then they need to get the first deal closed or get financing to get to BLA, either one of those events I feel will open up better financing opportunities. NP said that had options, maybe he is waiting for better ones, maybe the deal is close (6 weeks coming up soon) and waiting for that, don't know.
