Yes, NP stated at the Annual Shareholder meeting (6 weeks would be ~23 Oct 2019) is the time the potential license partner had to review and make a decision on the NBA.
This quiet period may also be the primary reason for the last minute shareholder meeting......to explain they will be in a quiet period for a few weeks in hopes of avoiding the panic that likely would've likely insued with no explanation during such a long period with lack of news or PRs.
I'm very optomistic we will hear something in the next couple of weeks for a few reasons:
1) the company expects a substantial license agreement and/or financing
2) if not they would be trying to raise funds already given their cash position
3) NP made comments like 'very solid agreement', 'financing secured', $90M payments, 'quiet period'
