They still need to meet the 'minimum of $4 million in shareholder equity' requirement in addition to the $2 share price.
IMO these will likely be correlated events and could be the results of an license deal, secured financing, BLA submission and/or some combination of these events.......or something else not publicly known or discussed yet.
