It's Hofstadter’s law, coined by a professor of cognitive science: “It always takes longer than you expect, even when you take into account Hofstadter’s Law.”
Hofstadter’s Law is a form of the Planning Fallacy and it occurs because the more complex a project is the more steps there are from start to finish and each step provides an opportunity to hit a snag and for a delay to occur.
