Actually with board not exactly , you might take your board exam at the last year of your residency.
In dermatology I did that , and I was board certify few months before I finished residency ,
I also did that in pediatrics before , and I pass written part , but in pediatrics no sooner than 2 years later you must go for oral part , and I didn't have a time than, since I was becoming a dermatologist ...
With specialty yes , you wait for diploma...
