My guess would be the ceo and cfo are restrive in dpos. Look at it just a little, found a 25 pages document with 20+ court cases, some Supreme, with detailed law on dpos on who is restricted to participate vs who makes the offer. Painful to read for me, I’m not sure how some here enjoy that , but that is my guess.
