Yeah, but his answer was "it's not end of September yet", which is an empirical fact. We naturally took this to mean that it will be submitted end of September, but he didn't explicitly state so. That's not lying, but it is more than disingenious. Also, he said at the meeting: "They have six more weeks", so I guess the offer has a deadline and that it will definitely be clear in five weeks if this has fallen through... (And that is why the change in tone might be concerning)
