Well, not really. It’s a trading bot/algo trying to “force” you to buy at ask price. Because whatever bid price you place it will always put a bid a fraction higher. Works the other way around to if it has got shares to sell it will always have an ask price just a little lower than yours.
Super irritating bots/high frequency trading.
