Not saying that is incorrect, but I have moved shares from an IRA to a Roth and the assigned value was the closing price of the day the shares were actually moved, not the purchase price of the shares when they were bought for the IRA. That value was reported at the end of the year on a 1099 as well.

That was a few years ago, so the rules may have changed. Very strange that the reported price for these blocks is below what any shares traded for that day, and no volume is reported with the transaction.
