I have heard of other ethnic groups that married younger, their only criteria was that the girls were through puberty; while that is too young psychologically, at least they were more physically able to accommodate relations.
But age 9 is common in islam and I have even seen news reports showing marriages allowed to girls as young as 6.
I think that qualifies for the death penalty.
That could scar a toddler for life, or kill her.
