Sounds to me like Doc is saying he can get it done with or without acts of Congress and is tired of waiting so he's moving ahead in spite of all the bureaucratic foot dragging. As we all know, waiting on Congress to get ANYTHING done in recent years is an absolute joke. I believe he is going to do an end run to win this for all of us. Just my opinion.
