Yes--there will never be a shortage of new people who discover that the polymers of HDPE, LDPE and PE can be essentially melted at high temperatures into diesel...and who then put two and two together to realize that the plastic thrown into the garbage could be used.
Once they realize the high price tag of sorting eight lbs of plastic out of the waste stream in order to get enough plastic to make $2 worth of diesel, and realize that the cost of procuring the plastic through other means is also cost prohibitive, then the smart and dishonest ones realize that the best way to capitalize on their new found technology is to wrap it in a story, buy controlling interest in a shell company and then start selling shares to investors.
