Intended purposes of new law basically protect patent holders and small businesses.
Apart from that,
SFOR has filed its petition with SCOTUS, response due by SA in a few weeks time frame.
But before SFOR's petition, HP Vs Berk petition was filed in & in Jan 2019 SCOTUS asked solicitor General to give his view which is due any day now. His positive view in lieu of stronger patent act pending in congress may overnight change the course of SFOR direction.
And, then we have plenty of deals in motion as well along with BSAFE.
