I think this is a smart move because
1. Wall Street does not like uncertainty, so some people might have been sitting on the sidelines. Now there is a definite date, those sideline people will be willing to jump in.
2. The uplist will most likely happen soon. Pushing the date to 10/31 will give the investors who cannot invest OTC stocks a chance to buy gnbt after the uplist. This will push the stock price way higher after uplist instead of a price drop after uplist.
3. Imagine the buzz it will create on the uplisting day! Gnbt the new darling in biotech starts trading on NASDAQ. And the company is offering 1:1 dividend if you buy shares before 10/30.
