If the company gets uplisted before 10/30, dips then, goes up during that time period running up to 10/30 due to now being on NASDAQ and what Joe has said about other things he has going on with other companies, if he puts out the information, as well as now institutions noticing the company, this could benefit the shareholders quite a bit.

I'm looking at this a bit on the positive side, just so long as the uplisting occurs before 10/30.
