Misrepresentation. First of all, that is some kind of preliminary thing that doesn't even have dates on it.
Secondly, when companies hold votes on increasing shares, it doesn't mean that they are actually going to issue them. They always ask for a huge increase so that they have flexibility, but it would be exceedingly rare for them to actually issue all of the shares that they're requesting.
